When something inside the org doesn't have a clean home (e.g. change management, AI rollout, return-to-office, the side project no executive wants to own, etc.) it tends to get lobbed over the fence to the HR team.
Sometimes it should.
But often it's an unspoken expansion of a role that's already carrying a lot.
